All three Govee light strips appeared in Alexa app with correct names from Govee Home app. Second discovery attempt with adequate waiting time was successful.

Check WiFi Network Configuration

2.4GHz vs 5GHz requirement:

Govee lights need 2.4GHz:

Verify Lights Are Not in Alexa Groups

Added all three back through Govee app one by one. Each connected to WiFi successfully. All showed online and controllable. Waited 5 minutes. Ran Alexa discovery. Found all 3 devices immediately. Fresh Govee app setup was the solution in my case.
